[Global Korea]Shanty Town Turning into a Park

Unlicensed shanty town "Daltu village" in Seoul Gang-nam is changing into a "Neighborhood park." Gang-nam district stated that Daltu village, which is on unlicensed shanty town, will be the second park to be established by 2017 after the establishment of Guryong williage on the 9th. Neglected and unlicensed shanty town has been sitting for the past 30 years, where is now Daltu Neighborhood Park. In the 1980's, unlicensed buildings expanded rapidly as people moved into the area due to the division movement of Gae Po area. Now, there are 254 residents living in 186 buildings. Though it was designated as a park on September 1983, the shanty village still exists today. Most of these temporary buildings are made of boards or thermal covers which is one of the causes of fire or major accidents. Also, there is sanitation problem because people use public restrooms and same water tank. Gang-nam district has finished the park's obstruction research. They will announce the opening of the business plan on the 23rd and after that will follow the discussion of moving compensation. A park will be established near Guryong station by this year. Daltu Neighborhood Park is an important park that goes between Yang Je stream and Dae Mo Mountain. Gang-man officials stated that they will provide the independent foundation for residents by completing the park establishment successfully and also provide a clean resting area for the citizens.

[글로벌 코리아]판자촌이 공원으로

서울 강남구의 무허가 판자촌 '달터마을'이 근린공원으로 조성된다.

강남구는 9일 구룡마을에 이어 또 다른 무허가 판자촌인 달터마을을 정비해 2017년까지 공원으로 조성하겠다고 밝혔다.

달터근린공원에는 약 30년간 방치된 무허가 판자촌이 자리잡고 있다. 달터마을은 1980년대 초 시작된 개포지구 구획 정리 사업 때 일대 주민들이 이주하면서 무허가 건물이 집단적으로 형성됐다. 현재는 186개 동에 254가구가 거주하고 있는다. 1983년 9월 공원으로 지정됐음에도 지금까지 판자촌이 거의 정리되지 않았다.

이 마을은 대부분 판자와 보온 덮개 등으로 만든 가건물로 이뤄져 있다. 이로 인해 화재 등 대형안전사고에 노출돼 있다. 또 공동 화장실과 공동 수도를 사용해 보건이나 위생에도 취약한 상황이다.

강남구는 현재 공원 터의 지장물 조사를 끝냈다. 오는 23일까지 사업계획 고시를 위한 열람 공고를 한다. 공고 후에는 거주민과 이주·보상 협의를 시작한다. 올해 안에 구룡역 인근 지역에 공원을 조성할 예정이다. 달터근린공원은 양재천과 대모산을 가로지르는 지역 내 주요 공원이다.

강남구 관계자는 "공원조성 사업을 순조롭게 마무리해 판자촌 거주민에게는 자립 기반을 마련해주고 지역 주민들에게는 도심 내 쾌적한 휴식공간을 제공할 예정"이라고 말했다.
